The Office of Veteran and Military Affairs is committed to delivering and facilitating comprehensive military-friendly services and programs for FIU Veteran and military-affiliated learners. Our team is available to ensure each Veteran and military-affiliated learner successfully transitions to college life and fulfills their professional goals.

The Principles of Excellence are guidelines for educational institutions receiving federal funding. FIU is committed to:

  • End fraudulent and aggressive recruiting techniques and misrepresentation
  • Provide students with a personalized form covering the total cost of an education program
  • Provide educational plans for all military and Veteran education beneficiaries
  • Provide accommodations for service members and Reservists absent due to service requirements
  • Assign a point of contact for academic and financial advising
  • Make sure all new programs are accredited before they enroll students
  • Align institutional refund policies with those under Title IV

In accordance with Title 38 US Code § 3679 subsections (e), FIU adopts the following additional provisions for any students using U.S. Department of Veterans Affairs (VA) Post 9/11 G.I. Bill® (Ch. 33) or Veteran Readiness and Employment Service (Ch. 31) benefits, while payment to the institution is pending from the VA. FIU will not:

  • Prevent the student’s enrollment
  • Assess a late penalty fee to the student
  • Require the student to secure alternative or additional funding
  • Deny the student access to any resources (access to classes, libraries, or other institutional facilities) available to other students who have satisfied their tuition and fee bills to the institution

However, to qualify for this provision, FIU Veteran and military-affiliated students will be required to complete the following steps:

Apply for your Certificate of Eligibility (COE):

  • If you have not previously applied for your COE, please complete it online. This process takes approximately 30 days for you to receive you COE in the mail. When you receive your COE, please email a PDF copy to
  • If you are a dependent or spouse utilizing your sponsor’s benefits and have previously used them at another institution, you can transfer your benefits to FIU by filling out the VA form 22-5495 on the VA GI BILL website and email it to
  • If you are a Veteran, reservist, or active duty member, and have previously used them at another institution you can transfer your benefits to FIU by filling out the VA form 22-1995 on the VA GI BILL website and email it to

It is important that Veteran and military-affiliated students include their full name and Panther ID with their COE so our team can update your status. Providing the VMA with a copy of your VA Certification of Eligibility (COE) can also include a “Statement of Benefits” obtained from the U.S. Department of Veterans Affairs’ (VA) website. This can include eBenefits or a VAF 28-1905 form, for chapter 31 authorization purposes.
