The Florida Civic Literacy Competency Requirement is a statewide requirement that applies to degree-seeking undergraduate students initially entering a Florida State University System (SUS) or Florida College System (FCS) institution in the 2018-19 academic year and thereafter. Depending on when a student first enters a Florida public college or university (after High School), the following requirements must be met:
Graduated from High School 2018 or earlier - started at FCS or SUS before 2018 and never completed an AA degree
- ✅ Civic Literacy not required - Cohort 1
Graduated from High School 2018 - 2020 -started FCS or SUS* between Summer B 2018 and Summer A 2021
- ✅ Complete a course** OR Assessment (FCLE or FCLT) - Cohort 2
Graduated from High School 2021 or later -started FCS or SUS* Summer B 2021 or later
- ✅ Complete a course** AND Assessment (FCLE) - Cohort 3 or 4
Graduated from High School 2018 or earlier -started FCS or SUS* before 2018, completed an AA before Civic Literacy was a requirement, and transferred to a State University in 2024 or later
- ✅ Complete a course** AND Assessment (FCLE) - Cohort 4
Graduated from High School 2021 or later -started FCS or SUS* Summer B 2021 or later
- ✅ Complete a course** AND Assessment (FCLE) - Cohort 3 or 4
*FCS: Florida College System institution; SUS: State University System institution
**Acceptable Courses
- POS 2041 or AMH 2020 -taken Summer B 2018 or later
- AMH 2010 - taken Fall 2024 or later

To complete for the Florida Civic Literacy Test (FCLT) – Cohort 2 and 3 only
Students who enrolled at the university before Summer B/Fall 2024: You have been automatically enrolled in for the Florida Civic Literacy Test via FIU Develop. Log on to https://login.develop.fiu.edu/ using your FIU student credentials. The course will appear on your dashboard. From the course menu, click on Modules. Once you feel prepared to take the test, first click on Florida Civic Literacy Test then click on Take the Quiz. You will be prompted to Launch Proctoring via Honorlock. Follow the steps accordingly to take the test.
